Amelia C. Arsenault
AWC Predoctoral Fellow 2026-2027
Amelia C. Arsenault is an America in the World Consortium Predoctoral Fellow at the Henry A. Kissinger Center for Global Affairs at the Johns Hopkins University’s School of Advanced International Studies. She is a PhD candidate in International Relations in Cornell University’s Department of Government and a Graduate Fellow at Cornell Brooks School’s Tech Policy Institute. Her research examines how emerging technologies — including AI, surveillance tools, and “smart city’”systems — shape international politics. Her work has been supported by a Social Sciences and Humanities Research Council of Canada Doctoral Fellowship and by Canada’s Department of National Defence Mobilizing Insights in Defence and Security Scholarship. She has published in the Oxford Handbook of AI Governance, Journal of Peace Research, Big Data & Society, and Harvard Business Review.
